This is déjà vu, I said to myself when I saw the pictures of a flood of trash floating on a Jakarta river and bike commuters wearing masks to protect themselves from toxic diesel fumes in Kanpur, India. Those are the same scenes we saw in Kitakyushu and other cities in the 1960s and '70s, when Japan was notorious as the archipelago of kogai, or environmental disruption. I was one of the victims of the choking smog at that time. Asians are starting to put more pressure on their governments to tackle staggering environmental problems, but time is running out. Having seen Japan recover from its environmental mess, I am confident the country can help clean up the rest of Asia. I urge our Asian friends to demand without hesitation a helping hand from Japan.

「これは以前見たことがある!」僕がそうつぶやいたのは、ジャカルタの川に流れる膨大な量のごみと、インドのカンプールで大気汚染を避けてマスクをして自転車を走らせる人々を見たときだった。それは60年代から70年代にかけて日本が「公害」あるいは環境破壊列島として悪名を轟かせたときに北九州市や他の都市で見た光景そのものだ。僕もあのときいつも息が詰まるようなスモッグを吸っていた犠牲者のひとりだったのだ。
アジアの人々はこの信じがたい環境問題に取り組むよう政府に圧力をかけ始めているが、そのための時間はなくなりつつある。日本が環境破壊から抜け出したのを目の当たりにしたが故に、僕は日本が他のアジア諸国を手助けできると確信している。だから僕はアジアの友人たちは躊躇することなく、日本に救いの手を差し伸べるよう要求してほしいと思っている。

“This is a Déjà vu!”. I shouted to myself when I saw the pictures in your article of many bike commuters with masks to avoid heavy toxic at the street of Kanpur, India and a flood of junk trash floating on Jakarta river.
Yes, those are just the same as the scenes in Kitakyushu and other cities in the 60’s and 70’s when Japan became notorious as the archipelago of “Kogai”. I was one of the victims to inhale the choking smog very often at that time.
It is true that the more Asian people get higher income and feel inconvenienced by pollution, the more pressure the governments of those regions get to improve the staggering environment. But the time is running out to save it.
As one of the Japanese who experienced both rapid economic growth and Kogai proliferation decades ago, I am confident that Japan can contribute greatly to the improvement of the deteriorating environments all across Asia and urge Asian friends to further demand our helping hands without hesitation.

そう、これは60年代から70年代にかけて日本が公害列島として悪名を轟かせたときに北九州市や他の都市で見た光景そのものだ。僕もあのときいつも息が詰まるようなスモッグを吸っていた犠牲者だった。
もちろん、アジアの人々の所得が増え汚染に不快感を抱くようになればなるほど、その地域の政府への環境汚染への改善を促す圧力は大きくなっていく。しかし環境を救うための時間には限りがある。
数十年前にすでに急速な経済成長と公害の拡散両方を経験した日本人のひとりとして、自信を持って言えるのは日本はアジア全体で破壊が進む環境を改善するのに大いに貢献できるし、アジアの人たちには躊躇することなく、もっともっと日本に救いの手を差し伸べるよう要求してほしいということだ。
